The Ohio Educational Service Centers Association (OESCA), with the assistance of the ESC of Central Ohio Superintendent, Treasurer and Assistant Treasurer, has been diligently working with the Ohio Department of Education (ODE) to develop an application allowing districts to utilize ESC's without the need to competitively bid the personnel-based services provided. ODE has released a couple of forms regarding the noncompetitive proposal process, one for ESC’s specifically and another for other entities. The form to have the ESC considered a noncompetitive entity is here.
We recommend that each district have the form approved by ODE whether or not purchases with Federal Funds exceed the $250,000 threshold for competitive proposals since there are quote requirements for purchases that are less.
